The Association of Metropolitan Water Agencies (AMWA) is the voice of the nation’s largest publicly owned metropolitan water systems on federal water policy issues. AMWA thrives in creating a community of water sector leaders to advance policies to protect public health and economic viability via safe, affordable, and sustainable drinking water.AMWA is seeking a Manager or Senior Manager of Regulatory and Scientific Affairs to join the team.  This position is part of a team that manages a portfolio of regulatory and scientific issues relevant to drinking water utilities, such as drinking water rulemakings, emerging contaminants, and water quality issues. This position is also responsible for representing AMWA at meetings with federal agencies and sector associations, writing newsletter articles on various regulatory and scientific topics, coordinating relevant committee meetings, and composing summaries and reports of committee calls and initiatives. This position works collaboratively with AMWA’s team to support and execute AMWA’s strategic goals.  This role reports to the Chief Policy and Strategy Officer.    Experience level and other factors will determine the final salary level, in the starting range of $80,000-$100,000. The person in this position will have work-related travel a few times per year. Position Description

Summary:        

The Manager or Senior Manager of Regulatory and Scientific Affairs is primarily responsible for managing a portfolio of regulatory and scientific issues relevant to drinking water utilities, such as emerging contaminants and source water protection. This position is also responsible for representing AMWA at meetings with federal agencies and sector associations, writing newsletter articles on various regulatory and scientific topics, coordinating relevant committee meetings, and composing summaries and reports of committee calls and initiatives. This position works collaboratively with AMWA’s team to support and execute AMWA’s strategic goals. This role reports to the Chief Policy and Strategy Officer. 
     

Essential Job Responsibilities:

1.     Public Policy

·      Assist the development and lead implementation of AMWA’s regulatory and scientific research initiatives consistent with the objectives of the association’s annual work plan

·       Monitors the Federal Register, trade press, general media, and federal agency websites and communications for regulatory and scientific research policies, guidance, rulemakings, and other information. 

 

·       Work with AMWA’s Regulatory Committee to develop, draft, and finalize and submit formal comments in response to rule proposals published by EPA and other federal agencies.

·       Analyzes federal regulatory information, proposed federal regulations, and other policy documents to determine potential impacts on the membership.

2.     Federal Relations

·       Represents AMWA at relevant events held by federal agencies.

·       Serves as a primary AMWA contact to federal officials on regulatory and scientific topics.

·       Actively communicates AMWA priorities and initiatives with federal officials.

3.     Member Services

·       Work with other AMWA staff to develop and execute a comprehensive and original program for two annual conferences a year.

·       Coordinate relevant association committee and advisory calls and meetings, including developing agendas, notifying potential attendees, scheduling calls, disseminating meeting materials, and compiling meeting summaries.

4.     Networking

·       Routinely and actively networks with association members and relevant external organizations. 

·       Helps to identify new methods for communicating with and engaging AMWA members as well as members of other organizations AMWA helps to support. 

5.     Writing and Editing

·       Draft and edit articles for regular AMWA publications.

·       Develop outreach to federal agencies and other relevant organizations. 

·       Composes social media content relevant to association’s regulatory and scientific research programs.

 

Education and Experience:

Education:

  • Minimum of a bachelor’s degree in engineering, environmental policy, water resources or a related field of study.

Experience:

  • 2-3 years of relevant work experience. Background in environmental policy, advocacy, or regulatory analysis or implementation preferred.
 

Knowledge, Skills and Abilities:

  • Excellent writing skills.
  • Excellent analytical skills.
  • Water sector experience preferred.
  • Strong oral communication skills.
  • Ability to quickly learn new issues and multitask on simultaneous work items or projects.
  • Ability to establish and maintain professional and effective working relationships with association leadership and colleagues, federal officials, association members, and others is essential.
  • Proficiency in Microsoft Office Suite, familiarity with MacOS a plus.
  • Able to lift and carry boxes and supplies of at least 20 lbs.

All AMWA staff are required to work in the D.C. office at least 2 days per week.
