Sr. Manager, Water Systems Control

WSSC Water is looking to hire a Sr. Manager - Water Systems Control to direct and manage all work activities, functions, and operations of the control center, water pumping stations, water storage facilities, and specialty control valves. Also serves as WSSC Water’s Flood Control Engineer for the Patuxent watershed, Patuxent River Flood Control Program, and the Rock Creek Wastewater Storage Facility. Plays a key role in regional coordination with the Washington Metropolitan Water Supply during droughts. Coordinates the production and distribution of water from WSSC Water’s water treatment plants and with the Commission’s wholesale customers. Has overall responsibility for water quality in the water distribution system.
Key Job Functions:
· Responsible and legally accountability for the effective operation and management of all aspects of WSSC Water’s water distribution system
· Ensures the WSSC Water’s customers have a safe drinking water supply and adequate fire protection
· Protects the environment by overseeing the continuous operations of the wastewater pumping stations
· Participates in regional operations to ensure an adequate water supply
· Directs all WSSC Water flood control operations for the Patuxent River and Little Seneca Creek
· Manages all operations and maintenance of WSSC Water’s water distribution system including supervision, through subordinate supervisors, of the Control Center, all water pumping stations, water storage facilities, and water flow and pressure control stations
· Leads business process and culture change efforts to maintain and enhance the organization’s competitive position in the industry
· Works collaboratively with other members of WSSC Water leadership to accomplish strategic objectives that are organization-wide in scope
· Supervises plant staff including employment, separations, discipline communications, counseling, coaching, resolution of problems and questions, training, and the full range of staff management activities
· Initiates and participates in long-range planning, engineering, testing, acceptance, and transition to routine operation and maintenance of capital improvement projects, for existing and future treatment plants and remote facilities
· Sets priorities for repairs and modifies procedures to adjust for non-operating equipment
· Reviews design and construction documents for major WSSC Water facilities and pipelines for operational feasibility
· Develops and/or approves chemical, material, and service contract specifications
· Performs inspections at existing or new plants and/or remote facilities to ensure equipment and processes operate properly and in accordance with specifications, and to correct deficiencies
· Establishes and reviews standard plant operating procedures and manuals within the framework of WSSC Water policies and administration guidelines
· Directs maintenance of plant records
· Prepares and/or reviews detailed budget documents and transmits the budget proposal with recommendations to the Production Director
· Develops or evaluates proposals to reduce costs and operate within budget limitations
· Prepares all legally required operational and safety reports, as required
· Operates a safety program; investigates accidents and completes required reports
· Provides immediate system status updates to upper management for emergency operations and special projects
· Manages the operation and maintenance of the Rock Creek Wastewater Storage Facility
· Oversees the major rehabilitation contracts of the water storage facilities
· Develops, coordinates, and oversees watershed programs on the Patuxent River
· Prepares final written reports on operating studies and special projects
· Reviews daily, weekly, and monthly operating reports
Requirements:
- Bachelor’s degree in civil or environmental engineering or a related discipline (advanced degree preferred)
- 9+ years’ experience in a specific program area such as environmental, water and wastewater utility operations, maintenance and/or design of water supply systems that includes water pumping stations, water storage facilities, specialty control valves
- 3+ years’ management experience
- Valid driver’s license with fewer than 5 points
