The Association of Metropolitan Water Agencies (AMWA), a trade association supporting the CEOs and senior managers of large, publicly owned drinking water utilities, seeks applicants to fill the position of Legislative Assistant. Reporting to the Chief Advocacy Officer, the position is primarily responsible for managing a portfolio of legislative issues relevant to drinking water utilities. The position is responsible for representing AMWA at meetings with congressional staff and with sector associations, writing newsletter articles on legislative proposals and developments and coordinating relevant committee meetings and calls, and helping to produce two annual conferences. The Legislative Assistant will also analyze and report on proposals from lawmakers and other organizations, and help design AMWA’s own legislative initiatives.

Salary will be commensurate with experience. The person in this position will have work related travel approximately one to three times per year. For those applicants invited to interview, a writing sample specific to a related drinking water policy topic will be required.

Position Description
Position Title: Legislative Assistant

Basic Functions:
The Legislative Assistant, reporting to the Chief Advocacy Officer, is primarily responsible for managing a portfolio of legislative policy issues relevant to drinking water utilities, such as infrastructure investment, water quality regulation, and water affordability. The position is also responsible for representing AMWA at meetings with congressional staff and water sector associations, writing newsletter articles on various legislative initiatives, coordinating relevant committee meetings and calls. This person will analyze and report on legislation from members of Congress and proposals from other organizations, and aid the development of AMWA’s legislative priorities. This person will work collaboratively with AMWA’s team to support and execute AMWA’s strategic goals.

Specific Responsibilities:
In coordination with the Chief Advocacy Officer, develops and implements AMWA’s legislative affairs program and strategy.

Works with the Chief Advocacy Officer to develop strategies and issue positions to achieve legislative objectives and to advance the interests of AMWA and its members.

Tracks legislative proposals that could impact the association, its members, and the water sector.

Represents AMWA with meetings with congressional staff and other water sector organizations.

Serves as the primary staff liaison to AMWA’s Legislative Committee.

Contributes articles for the weekly Monday Morning Briefing newsletter and produces other legislative updates as necessary.

Drafts testimony for congressional hearings, and letters in response to legislative proposals.

Responds, as appropriate, to inquiries from members and congressional staff on policy issues related to drinking water. Collaborates with AMWA staff on the development and implementation of the association’s policy goals.

Composes social media content relevant to association’s legislative agenda.

Works with other AMWA staff to develop and execute a comprehensive and original program for two annual conferences each year.

Performs other duties as assigned.

Necessary Knowledge & Skills:

  • Excellent writing and analytical skills.
  • Strong oral communication skills.
  • Minimum of a Bachelor’s degree in political science, environmental policy, or a related field of study.
  • Two to four years of relevant work experience. Capitol Hill experience preferred.
  • Ability to quickly learn new issues and multitask on simultaneous work items or projects.
  • Ability to establish and maintain professional and effective working relationships with association leadership and colleagues, federal officials, association members, and others is essential.
  • Proficiency in Microsoft Office Suite.
  • Familiarity with MacOS a plus.

Internal Relationships:
Position reports to the Chief Advocacy Officer. Has regular interaction with the Chief Strategy and Sustainability Officer. Interacts with all other association staff in a variety of capacities.

External Relationships:
Regular interaction with members of Congress and staff, representatives of relevant national and water sector organizations, association utility members, and other individuals.
