The City of Loveland is seeking a dynamic Utility Rate Analyst to join our team.  Our successful candidate has strong business acumen, is not afraid to challenge assumptions and ask the difficult questions, has the ability to forecast and anticipate problems and enjoys analyzing different business scenarios.  This position is both challenging and dynamic with a diverse set of opportunities including long range financial planning, generating revenue projections, working with our Pulse broadband team, and collaborating with outside agencies. 

ESSENTIAL JOB FUNCTIONS:

  • Provide advanced financial analysis for management including strategic financial planning, modeling for financial opportunities, financial risk analysis, and financial impact of changes to existing policies.
  • Data gathering and analysis for rate studies, for the annual update of the System Impact Fees and Plant Investment Fee, and for the bi-annual comprehensive update of the Water & Power Schedule of Rates, Charges and Fees.
  • Responsible for the calculation of overhead rates to recover an appropriate amount for indirect costs. Responsible for the calculation of hourly labor and vehicle rates to charge customers for work performed by the utility.
  • Prepare and maintain the long-range financial plans for the Water and Power utilities. Assist division managers in long-range financial planning.
  • Compile the annual budget for the Water and Power utilities, including various management reports. Participate in the department meetings and prepare budget documents for submission to the budget department.
  • Responsible for developing revenue projections of all types for all utilities.
  • Generate monthly revenue analyses for the Water and Power utilities; analyze all utility revenues; identify and correct any errors.
  • Perform month-end and year-end financial closings, reviewing all transactions and making correcting journal entries to assure that revenue and expense transactions are where they belong. Coordination with other departments and divisions is necessary.
  • Primarily responsible for responding to requests for financial information or surveys from outside agencies.
  • Perform detailed year-end analysis and have reviews with division managers to determine which capital projects and how much money needs to be rolled forward into the next year’s budget.

OTHER JOB FUNCTIONS:
Assist less experienced accounting staff in solving technical problems.

JOB QUALIFICATIONS:
Knowledge, skills and abilities:

  • Manage a heavy workload and prioritize consistent multiple demands.
  • Strong working knowledge of the theory and practice of strategic and long-range financial planning, scenario analysis, ratemaking and budgeting.
  • Working knowledge of General, Governmental, Utility, FERC and NARUC Accounting theory and practices. Ability to navigate and understand multiple financial software applications.

Education and/or experience:
Degree from an accredited college or university with major coursework (30 or more hours) in Economics, Accounting or Finance required. MBA or CPA desired. Five (5) years of progressively responsible experience applicable to financial analysis, long-range financial planning, utility accounting, and rate and impact fee design required. Experience with a computerized accounting system and software. An equivalent combination of education and/or experience within Utility Finance or Accounting, or General Finance or Accounting may be substituted for degree requirement.

Working conditions and physical requirements:
Work is generally performed in an office environment that may require sitting for extended periods of time, repetitive keyboard motion, reaching, bending and kneeling. Light physical effort may be required by the need to move and position objects up to 20 pounds occasionally.
