The MWRA is looking for a Director, SCADA, Metering & Monitoring who oversees the development, maintenance, and implementation of SCADA and Metering systems for assigned water and wastewater facilities.  The position directs SCADA system cyber security risk assessments and the testing and implementation of protective measures.  It also oversees meter data collection, quality control, and total flow calculations used for allocation of MWRA's rate revenue requirements for the water and wastewater systems using revenue meters.  Responds to emergency situations 24 hours per day, seven days per week.

The work includes directing the furthering development, implementation, and optimization of SCADA and Process Control Standards for all water and wastewater facilities (excluding Deer Island Treatment Plant - DITP); developing and implementing new SCADA and Metering initiatives to ensure efficient, reliable and secure SCADA and Metering operation of all assigned water and wastewater facilities, Ensuring that major initiatives and policy changes are properly communicated to all staff; directing the SCADA group efforts related to cyber security, keeping informed of emerging techniques related to cyber security protection and participating in the MWRA Information Security Council; overseeing emergency and preventive maintenance on all meters, SCADA systems, and related equipment used in control, measurement and recording of water flow and pressure, treatment and real time water quality monitoring.

The position requires a Bachelor of Science degree in civil, electrical or mechanical engineering or related field is required (Master's degree is preferred); and 10 to 12 years of experience in design, startup, and management of SCADA and metering systems in a large industrial/utility setting( water or wastewater system experience preferred) which includes at least 5 years of experience in a management position with multiple supervisory levels; or 10 to 12 years of experience in engineering, construction management, operations and maintenance in a large water/wastewater setting including at least 5 to 7 years experience in design, startup and management of SCADA and metering systems and at least 5 years in a management position with multiple supervisory levels; or any equivalent combination of education or experience. Knowledge of engineering principles and practices, in depth knowledge of cyber security and how to implement initiatives in the water and wastewater industries, knowledge of computer hardware and software such as SCADA and communications technology, routers and networking, cyber security, PLC control programming, HMI programming, databases, data presentation and analysis tools, ability to read and interpret plans and drawings, demonstrated successful experience managing in a union environment with a diverse workforce. Able to respond to emergency situations 24 hours per day, seven days per week. A valid Massachusetts Class D Driver's License is required.

Salary: 137k - 145k annually.
